Expanding Digital Equity

To expand digital equity within the City, we’ve partnered with Bexley Public Library, Developmental Assets Resource Network (DARN), Capital University, and Bexley City Schools to launch a program that connects residents to reliable high speed internet at a free or affordable rate.

If you or someone you know is in need of this service, please fill out this brief survey. Responses will provide necessary information to further build this program. The information being collected for data collection only. Answers will not be used to determine eligibility!

From the Bexley Area Chamber of Commerce: PPP Loan Forgiveness News

As we await Congress’ updates to the CARES Act PPP loan forgiveness process, its important to familiarize yourself with more details about the course ahead. With thanks from our friends at First Financial Bank, we’re sharing important considerations you’ll need to be aware of before applying for your PPP loan forgiveness.

  • The deadline to apply for forgiveness has been extended to at least December 31, 2020 so you have time to prepare and apply for forgiveness.
  • There have been, and continue to be, updates from the SBA and Department of Treasury on the PPP loan program. You can find an updated list of FAQs here.  
  • Familiarize yourself with the PPP loan forgiveness application and instructions. You may access them from the Department of Treasury’s website.

You should only apply for forgiveness once; therefore, we suggest you thoroughly read the materials, gather your documents, and prepare to complete the forgiveness application ahead of time.

Mayor Kessler Announces the 2020 Police Report to the Community

Over the coming weeks we will be releasing a comprehensive series of information pertaining to our police department and its operations. The first in our four-part release focuses on police officer training; traffic stop demographics; our work with the Ohio Collaborative; and a Detective Bureau Report. Future series will include information on organizational structure; property crime statistics; arrests; calls for service; vehicular, pedestrian, and bicycle safety and accident data; use of force statistics; citizen complaint data; officer recruitment and officer diversity; drug task force data; and community engagement. We will do our best to release a new series in each Blast over the coming weeks.  

In releasing our community policing report, we reaffirm our Police Department’s commitment to Fairness, Integrity, Respect, and Empathy in policing, and our corresponding mission and vision for equitable policing.  

Fairness means the fair and impartial treatment of others; adapting to each new circumstance with professionalism and common sense.

Integrity means the honest and ethical performance of our duties; the acceptance of full accountability for our actions. Doing the right thing, the right way, at the right time.

Respect means a respect for the law and respect for the human dignity of all people.

Empathy means the importance of seeing things from the other person’s point of view. The ability to be sensitive to the feelings of the people we serve.

We listen intently to feedback from the community, and while we believe the majority of our encounters with residents of all backgrounds live up to our mission statement, we also know that when they haven’t it is our moral obligation to learn from these experiences and grow as an agency and as a community. Even as we’ve put in place reforms and action items over the past several years in this space, we know and acknowledge that we must continue to listen, learn, adjust, and grow.  

The conversation about equity and policing in Bexley has been active and vibrant, and in some cases it has become an incredibly divisive topic in our neighborhoods and on social media. I understand the deep passions that have been expressed by residents on both ‘sides’ of this issue.

I want to encourage us all to reframe this conversation to move beyond a binary, two-sided conversation, and into a holistic, 360 degree conversation that will lead to deeper understanding and greater empathy.

It is true that the Bexley Police Department is full of a professional, deeply caring staff of officers that perform their work, day in and day out, with a high degree of empathy and community-oriented policing. It is true that our officers provide an essential service to our community, and that so many of us have benefited from their selfless service and their tendency to routinely go above and beyond the call of duty. It is also true that there are entire sectors of our population in Bexley and throughout America that have grown up under the shadow of systemic racism, much of which has manifested itself in the form of consciously and unconsciously biased police policy and practice. It is also true that citizens have had stark and traumatizing experiences with Bexley police officers, where they have felt targeted, or felt that the treatment they received was vastly different than the treatment that is given to non-minority citizens. Some of these experiences have piled up over the generations, others have occurred in our present day.

We like to think that all of the training, careful recruitment, and attentiveness to complaints and feedback will quickly lead to perfect interactions and desirable outcomes all around.  But we know that the dynamics that have been forged over decades – even centuries – will take time, patience, and a super-human amount of empathy and deep understanding on all sides. We know that we will continue to make mistakes. But our overwhelming commitment is that we will continue to learn from those mistakes, and in learning we will grow, and heal, and so better inform our conduct and relationships in the future. Black Lives Matter. Systemic racism is real. We love and support our police officers for their sacrifice, competency, and community mindedness. These are all things that can be true together, and in recognizing the inherent tensions and the bountiful ways in which we can grow together as a community, we will grow together as a community.

There will be statistics and data in the reports being released that will engender yet still more conversation.  There will be, I think, information that is new and fresh and helpful to all of our community. Through all of it, we are committed to looking honestly at our practices, continuing to operate in good faith, trusting and learning from the voices of those who have experienced trauma through policing, and continuing to correct injustice when we see it and to lift up integrity when it is demonstrated.  

Thank you to the men and women of the Bexley Police Department for their dedication and steadfast service, even as policing is more fraught and at times misunderstood than ever. Thank you to you – our community – for reaching out and sharing your concerns and your passions around the topics of equity and policing. Please take the time to fill out this reaction survey as you absorb the information we are sending out over the coming weeks; we want to learn from your feedback not just what data to provide and how to provide it, but any other insights you have about policing in Bexley.

ChargePoint Level 3 DC Fast Charger Available at City Hall

If you need to charge your electric vehicle, stop by Bexley City Hall to test out our new ChargePoint charging station! The station is twice as fast as our previous fast charger, and was fully paid for by a grant from AEP. With pricing set at the cost of the electricity, it’s one of the most affordable fast chargers in the area.

If you drive a Tesla and would like to charge, a Tesla fast charge adapter is at City Hall, thanks to an earlier grant from the Bexley Community Foundation!

Free Air = Clean Air

Last year we approached Giant Eagle to see if they would be willing to partner with the City to bring a free air station to Bexley as an environmental (and let’s face it, convenience too) initiative. Giant Eagle Market District gamely agreed, and took on the whole project themselves.

Driving with adequate tire pressure has a lot of benefits – both financial and environmental:
You Get Better Mileage

An informal study by students at Carnegie Mellon University found that the majority of cars on U.S. roads are operating on tires inflated to only 80 percent of capacity. According to the website, fueleconomy.gov, inflating tires to their proper pressure can improve mileage by about 3.3%, whereas leaving them under-inflated can lower mileage by 0.4% for every one PSI drop in pressure of all four tires.

Fuel Costs and Emissions

The average person who drives 12,000 miles yearly on under-inflated tires uses about 144 extra gallons of gas, at a cost of $300-$500 a year. And each time one of those gallons of gas is burned, 20 pounds of carbon dioxide is added to the atmosphere as the carbons in the gas are released and combine with the oxygen in the air. As such, any vehicle running on soft tires is contributing as much as 1.5 extra tons (2,880 pounds) of greenhouse gases to the environment annually.

Safety

Besides saving fuel and money and minimizing emissions, properly inflated tires are safer and less likely to fail at high speeds. Under-inflated tires make for longer stopping distances and will skid longer on wet surfaces. Analysts point to under-inflated tires as a likely cause of many SUV rollover accidents.

Mayor Kessler Announces Appointments to the Role of Complaint Liaison

Any allegation of misconduct involving an employee of the City is taken very seriously. In an effort to have full insight into any issues experienced by citizens living in or visiting Bexley, the City has taken several steps to ensure the citizen complaint process is accessible, safe, and accountable. One such initiative is the creation of the Complaint Liaison program. The role of a Complaint Liaison is to help citizens navigate the complaint process, answer any questions they might have, and provide resources and assistance as needed. Liaisons are third-party consultants and are not employees of the City. Liaisons are encouraged to provide guidance, information, and empathy throughout the process, but do not legally represent the complainant.

Citizen complaints are filled out online at www.bexley.org/citizencomplaint, or can be made in writing at the Bexley Police Station or City Hall. To learn more about the process and the liaison program, please visit www.bexley.org/citizencomplaint.

At the August 11th City Council meeting, Mayor Kessler announced the appointment of Sam Marcellino and Mary Younger to the role of Complaint Liaisons.

Prior to graduating with his Juris Doctorate, Sam was awarded several accolades and scholarships to honor his commitment to equal opportunity, public service, and student involvement. Currently, Sam is involved with the Ohio State Bar Association, Columbus Bar Association, Ohio Association for Justice, among other roles within community organizations. 

About Mary Younger, Esq.

Mary Younger has provided direct legal representation to indigent persons charged with criminal offenses in Franklin County for 36 years. Her work has included negotiating appropriate charges with police, prosecution, and continuing representation until the conclusion of the case. Her background as a public defender provides her with a strong sense of empathy and familiarity with issues facing citizens from all walks of life

Jeffrey Care Registration Opens Wednesday, August 12th

Bexley Recreation and Parks will be offering Jeffrey Care starting Monday, August 24th! This program is designed to support working parents with in-person and educational assistance while Bexley schools are on a distance learning plan. Jeffrey Care runs from Monday, August 24th – Friday, September 18th providing in-person daycare for K-5 students from 8:00 am – 4:00 pm during school days. We will provide small classrooms to accommodate social distance requirements set by Franklin County Public Health and the Ohio Department of Health. Each classroom will have a maximum of nine students and a minimum of one counselor. Counselors will provide daycare support and assist students with their distance learning throughout the school day. 

Online registration for Jeffrey Care opens Wednesday, August 12th at 8:00 am.

Announcement from Bexley Schools: Fall 2020 Back-to-School Plans

Bexley City Schools Superintendent Dr. Kimberly Miller recommended that Bexley City Schools begin the school year with full distance learning for the first quarter during the Bexley Board of Education meeting Thursday, July 30, 2020. This distance learning is for all students and provided by Bexley City Schools teachers. Earlier this week, Dr. Mysheika Roberts of Columbus Public Health and Mr. Joe Mazzola of Franklin County Public Health advised that based upon the case counts, positivity rates, and trend data central Ohio schools open the year with all students in distance learning.

Dr. Miller also presented the final Back to School plan to the Bexley City Schools Board of Education, which was drafted with the input of the BCS Reopening Task Force, the Bexley Education Association, and local public health experts. The plan includes options for all students in person, all students distance, and a hybrid of the two. The board of education will vote to approve these plans during the August 4, 2020 meeting.
