Aggregation is when a group of customers join together to form a single, larger customer that buys energy for its members. A large buying group may be able to get a better price for the group members than you can get on your own.

Ohio has a deregulated the energy market, meaning you can choose where you buy your electricity generation. For example, you can select to purchase electricity from renewable sources or fossil fuels for your home or business. Some residents may have already selected a supplier for electricity, and you may notice marketers mailing you letters to purchase energy from them.

Bexley's aggregation program will utilize green energy RECs. 

Among the City's core goals is environmental sustainability. Offering a 100% renewable electric aggregation program is “the most effective action we can take as a city and as individuals to reduce our greenhouse gas emissions,” states Elizabeth Ellman, the City’s Sustainability Programs Coordinator. 

A 100% green opt-out program will make that supply the default electric supply for any resident or small business that does not proactively elect another option. Switching to a 100% green opt-out program will further the City’s intentions to reduce greenhouse gas emissions to address the climate crisis and aligns with recent initiatives such as joining Power a Clean Future Ohio and our Race to Zero commitment. 

The City is able to create an opt-out program because of a ballot measure passed in 2001. An opt-out, compared to an opt-in, program allowed us to recieve more advantageous pricing and Council wanted to default AEP customers to a sustainable, lower cost product than the current brown energy. 

As noted, the City's electric aggregation program is optional. Residents can opt into our out of the program at any time at no cost. Under Ohio's energy choice system, customers are free to select their own energy supplier.

In the current market for renewable energy, 100% renewable electric power supply is most feasibly provided for through the purchase of Renewable Energy Credits (RECs). This means that for every electron used in the program, a corresponding electron was generated through wind or solar somewhere in the U.S. and fed into the electric grid. Since there is no difference in electrons, a REC is how we establish that the electrons we are using have been offset by renewably-generated ones somewhere on the grid.

Dynegy has purchased, on the City's behalf, national wind RECs to cover 100% of the electric supply of participating customers in the City. These RECs ensure that the dollars participants spend on their electric supply go to support the further development of green energy infrastructure.

In your letter from Dynegy you are seeing rates for both the green ($0.0686) and brown/traditional ($0.06545) rates negotiated through this aggregation program, which differ from AEP's current rate for brown energy of $0.112. 

AEP customers who wish to participate do not need to do anything, but those who do not want to participate need to opt out. Non-AEP customers will need to opt in if they would like to participate.

AEP customers in Bexley will receive an “opt-out” notice with information about the new electric aggregation program in mid-July. Eligible customers that do not opt out by following the instructions in this notice will automatically be enrolled in the program 21 days after receiving this notice (i.e. starting with the first electricity billing cycle in September, 2023).

Non-AEP customers can contact Dynegy to enroll, with a bill available to reference. Please contact your current supplier to discuss cancellation fees.

This program is optional. Eligible customers who do not want to join the program should follow the instructions in the notice to opt out of the program. Eligible customers who opt out will not be enrolled in the program.

If you do not receive an opt-out notice, you are not eligible for the program. If you believe this is an error, or you are a new resident or newly in your current home, contact Dynegy. 

You will have to terminate your contract early or wait until your contract ends and then enroll in the City’s electric aggregation program. Please note that some suppliers charge an early-termination fee.  

We have done our best to secure a competitive rate in a fluctuating energy market, and at the time of procurement (July, 2023) it is significantly below the standard rate provided by AEP. You are always encouraged to compare products and rates at Energy Choice Ohio: Apples to Apples.

Throughout the marketplace, someone else will purchase the RECs. 

Residents who have onsite solar and a net metering configuration are able to participate in this program.  It's the best of both worlds - onsite renewable plus wind energy credits!

Yes, you may leave the program at any time at no cost to you. Please contact Dynegy to do so. 

Yes, how you pay your bill will not change.

You will continue to receive one monthly bill from AEP. The bill will include the charges for electricity supplied by Dynegy, as well as the delivery service charges from your local utility company.

Dynegy's portion of the bill is rate times kWh; there is no sales tax in the generation portion of the bill. 

Bexley is set up as bill ready for we can average the 12 months of generation and set a budget bill amount. You will need to contact Dynegy (888-682-2170) if you wish to participate in budget billing for the electricity supplied by Dynegy in the AEP Ohio service territory.

You will continue to call AEP for power outages, problems with your service or questions regarding your monthly bill.

Ahead of the 20 month timeline, the program will be reevaluated to determine the best options for the community. 

If a state regulations change, we will make the necessary adjustments.

City Council had 3 readings and voted unanimously to pass this ordinance; it wouldn’t have been brought to the community if there was not confidence in this program. Should there come a time when something changes, the community will be notified.
